It's Karuizawa Prince Shopping Plaza in Nagano.
It has a huge site and it will take a whole day if you want to go round all the shops there.
I bought a jacket from LOWRYS FARM GLOBAL WORK. They offered the further reductions from outlet price, so I wanted to buy more. The items were well stocked and a shop assistant find my size with no hassle. There are many other shops so it's worth going.
